It's not restricted to US residents...but the person who wins will need to be able to travel here for the shoot.

Would it be completely random (within the criteria) or would you have the final pick? I'm ambivalent. An unattractive guy would be too distracting, for example.

Personally I probably wouldn't enter because of potential privacy issues and like most amateurs I don't have any experience with performing on camera or being "directed."

It's going to be random. I'm going to make a video log talking about this in a bit. I just need to decide the dates for the contest.
